The Colorado River can no longer reliably provide all the water that seven Western states expect from it. Rather than continuing to divide a shrinking supply, this opinion piece argues that the West must develop more water through desalination, wastewater recycling, groundwater recovery and agricultural conservation.
The proposal would also allow states and water agencies to exchange newly created supplies, leaving more water in the Colorado River. It is an interesting approach to a problem that cannot be solved indefinitely by asking everyone to take a little less.
